I love this game, very interesting and very much simple old world charm, no crap!!
Caesar 4 is a great Roman city builder; for me, it's my favorite. The graphics aren't bad for this game being 20 years old; getting the game running is not great, but it's an easy fix.
Gameplay itself is your normal city builder, but Roman. The wrath of the gods does add a little jazz to the game, along with the voice lines of the citizens when clicked on. Overall it's a good game if you like city builders and a great game if you enjoy Roman city builders.

Doesn't run at first. You have to do little minor tweaks to get it working. People that say the game doesn't run just couldn't be bothered for even 2 min. I guess they don't have google or something.
Caesar 4 is a classic I always come back to every few years. It's a great city building game, balancing economics and warfare in the rise to the top.
I only thought to read years of comments after purchasing. Game is broken upon loading.

I was unable to run the game. It seemed to run in the background while I was unable to play it, so 13,5 hours of playtime were recorded although I never could access the game.
Steam refused to refund because of the playtime recorded on my account.

✅✅❌[b]Caesar IV[/b], uscito nel 2006, è il titolo che ha chiuso definitivamente la storica serie gestionale dedicata alle grandi civiltà antiche. Non è certamente il capitolo migliore — risulta anzi il più minimale e facile della saga — ma rappresenta l'ultimo tassello di un’epoca indimenticabile che merita comunque di essere recuperato.
A differenza dei predecessori, questo è l'unico a vantare una grafica totalmente tridimensionale. Proprio per questo motivo mi sento di consigliarlo: la libertà di movimento e di composizione architettonica lo rendono il punto d'ingresso ideale per i nuovi giocatori. È un titolo semplice, intuitivo e privo di quella frustrazione tipica dei gestionali più punitivi. In sostanza, un City Building Sandbox perfetto per i più giovani che vogliono scoprire come si giocava nei primi anni 2000 senza impazzire con meccaniche troppo ostiche o limitanti. In questa versione è possibile infatti posizionare, indirizzare e abbellire il proprio dominio, cosa che nei titoli precedenti non era possibile fare se non in determinate circostanze.

Caesar IV is one of those rare games I always end up returning to. It constantly steals hours of my time in the best way possible. Some missions — especially the ones where you have to manage a military force and keep up with Caesar’s demands — can be really challenging, and I’ve had to restart them more times than I can count. But that’s exactly what makes the game brilliant: it forces you to rethink your strategy and adapt.
It’s on another level compared to most city-builders I’ve played, and honestly one of the best in the genre. It’s a shame we never got a proper sequel because this game truly deserved one. Highly recommended for anyone who loves deep, rewarding city-building.

I downloaded Caesar IV after looking at reviews, game play videos and the trailer. I was really excited when it finished downloading and it said it was ready to play, but when I clicked 'launch', it wouldn't start the game. This could have happened as I have an old computer. I got a refund in the end though. As a warning to others, if you have read the computer space and other requirements and your computer seems it is good enough, try playing it, but if it doesn't, don't try it. On a positive note, the steam complaint and refund system is very good. I requested a refund with the reason that it doesn't launch, and they gave me a refund on the same day a few hours later.
I don't know whether I should recommend this game or not as I haven't played it, but it seems very good. Later that day, I ordered a CD version of it off amazon but I haven't tried it yet. Hopefully it works!
Caesar IV est un vieux pilier du city building issus d'un petit studio qui savait faire du City Building, avant de disparaitre sans raison apparente en 2009.
Aujourd'hui le jeu est un peu vieillot et rigide mais toujours efficace bien que les cartes soient un peu petite le moteur 3D reste relativement doux malgré l'age.
Si la licence vous interesse les opus précédents restent plus complet bien qu'en 2D.
Le studio à annoncé en 2025 sa reprise d'activité à travers l'un des founders, nous verrons bien..

For those who have seen the negative reviews stating that the game doesn't run, there is a guide provided that can help get the game to run just fine on Windows 11.
Despite how relatively dated it is and its imperfections, this game has maintained my interest for many, many years and I feel it is better made all-around than its predecessors. It's a great city-builder and it's quite fun to build a city a variety of different ways.
The few negative points to note:
- There is a bug on a few of the maps that prevents your military cohorts from being considered Seasoned, which locks them out from being Elite.
- The map-editor feature may be accessed but it's not very user-friendly and can be rather confusing and difficult to use. I'd love for someone to make this game more workshop-friendly so I could play some more user-made maps.
- The combat system can be unbalanced with your cohorts getting murdered by an enemy that otherwise seems equal.
- It's an old game so the graphics are a bit dated compared to games that are more recent.
Otherwise... you can tell from how many hours I've put into this game how much I love it. If you wanna build a Roman city and don't care to be historically accurate, this game is great fun.

Great game!
It's difficulty is not comparable to III. While the original felt like an excel spreadsheet with barbarians, this one feels like a game of Tetris. Difficulty comes from trying to fit all of the buildings into a place, not from being overwhelmed by needs for everything and bankrupcy. In fact, I have never gone bankrupt in this game. Not even to get the first stimulus check.

I got the game just to see if it runs in Windows 11 due to bad reviews about that. There is a registerdll.bat file in the C4 dir, run it as admin and then load the game. It runs just fine in 4k.

Двадцать лет назад в моей маленькой сельской школе все наперебой обсуждали, как здорово гонять на танке по улицам GTA: Vice City. Секрет ускорения выстрелами назад передавался сугубо из уст в уста. Для меня «просить» было делом почти неприличным, но тут я не выдержал. Стоит признать, что родители сами опешили, услышать просьбу что-то купить от меня было крайне редким явлением. Начал я осторожно, а потом уже откровенно капал на мозги родителям: мол, купите игру — я и огород вскопаю, и картошку переберу, и за коровами приберу. Условия сделки были, мягко говоря, кабальные, но я был готов на всё.
И вот родители поехали в город за долгожданным диском, и тут случился сюжетный твист: продавец, видимо, решивший, что он — последний бастион нравственности, сообщил им, что «там кровь, кишки и проститутки». Так неоновые улицы Майами 80-х рухнули для меня, даже не успев загореться. Вместо GTA родители вернулись с двумя сборниками: «Мир аркадных игр» (где были Cocomando, Megaman, Monkey’s Adventures, Hello Kitty: Roller Rescue — да, я управлял Хелло Китти вместо Томми Версетти — и ещё какая-то игра про лабиринт для крыс или хомяков, название которой я так и не вспомнил) и «Мир экономических стратегий» (The Settlers, Zoo Tycoon 2 и, конечно же, Caesar IV).
И вот тут на сцену выходит виновник этой писанины.
В детстве я играл «по наитию» — как чувствую. А чувствовал, как теперь понимаю, так себе. Помню, как выбрал карту с золотыми приисками и обрадовался: ну всё, теперь-то денариев мне хватит с лихвой! Но оказалось, экономика в игре устроена иначе. Моя «гениальная» стратегия свелась к тому, что я добывал золото, штамповал ювелирные украшения… и обнаружил, что патрициев, готовых их скупать, — кот наплакал. В итоге половина карты была завалена складами, набитыми драгоценностями, а население при этом влачило жалкое существование. Я, конечно, предпочёл бы демпинговать рынок, но тогда и слова такого не знал. Геймплеем предусмотрено, чтобы ты на каждой миссии мог отойти выпить чашку чая, игра никуда не спешит и заставляет часто выжидать пополнение казны. Сейчас так не принято делать, нужен постоянный экшен.
Влезать в долги в Caesar IV — занятие неблагодарное. Патриции мгновенно забывают о процветании, начинают хмуриться и жаловаться. А если тянуть слишком долго, Рим присылает войска, чтобы сместить тебя. Даже если чудом отбиться, империя просто пришлёт ещё больше солдат, превращая сопротивление в фарс. Параллельно они могут запросить у тебя ресурсы… вплоть до тех же денариев.
По технике: Игра не запускается на современных ОС в руководствах есть гайд, если вкратце , то нужно запустить файл RegisterDLL.bat через администратора.
Двадцать лет назад у меня был двухъядерный Pentium, 2 GB DDR2 и GeForce 9600 GT на 512 МБ — и игра шла в 24 кадра. Владея железом, о котором тогда нельзя было и мечтать (7500F, 32 GB DDR5 и 4070 Super на 12 ГБ), — ритм всё тот же, всё те же двадцать четыре кадра. Как будто время прошло, а в игре — застыло. Как и тот продавец, всё ещё сидящий за своим прилавком, постаревший, но не ушедший.
Игра не прошла проверку временем. В ней нет глубины, нет дыхания истории, только карты, брифинги и смена условий. Но я всё равно вернулся к ней. Вернулся, как возвращаются в старый, полуразвалившийся дом, где когда-то было тепло. И просидел там не час, а десятки часов. И, быть может, именно это — и есть настоящая память.

В общем видя себе все недочеты этой игры я взял и купил Anno 1800 (про Рим тогда еще не вышла) и это замечательная более продуманная игра, в ней есть над чем залипнуть не на один десяток часов. Но на самом деле, я хотел снова почувствовать себя тем самым ребенком, который после школы строит свою империю и ему никуда не надо спешить...
Anno отложил до лучших времен (вряд ли зайду еще раз)

I actually do recommend you get this game actually, just not on Steam. Do NOT get the STEAM version. DO get from a store for Good Games that are Old, if you get my drift. The Steam version does not run as well as that version.
It's a very simple historic city builder from the Vista era. Build a Roman city, balance your resources, defend from barbarians, don't piss off the gods, don't piss off Rome, etc. etc.

I used to play this back when it was initially released. Eventually I couldn't play it on my computer anymore, but with the fix listed in the community page here, I can finally enjoy Caesar IV again! I've just finished the initial campaign, and really had fun. It challenged me just as much as it always has, and I still can't get over the music.

I loved this game and have returned to it several times over the years. It required some workarounds to run on windows 10 and 11 PCs, but unfortunately they no longer seem to work for at least some players (myself included). I suppose I got my money's worth out of it, since I have owned it for years, but I would caution anyone looking to buy it now to reconsider.
